Here’s Sunday’s television programme where I argued that the anti-defection law has destroyed the incentives for MPs to debate on substantive issues, leading to parliamentary dysfunction.
See this article in Pragati by PRS Legislative Research’s M R Madhavan for an analysis of the anti-defection bill. Their issue brief goes into this in greater depth. I also call for an omnibus legislation to govern the functioning of political parties. ADR’s recommendations for electoral reforms go into this in greater detail.
