China sells another nuclear reactor
China signed a deal to supply Pakistan with another
nuclear reactor, which both parties
claim will be protected by IAEA safeguards. Effectively China supplies Pakistan with a means to produce raw material for nuclear weapons, but leaves the extremely tedious task of ensuring that Pakistan does not do so to the IAEA. China’s action is irresponsible.

Pakistan is mulling over a spanking new legislation to tighten its non-proliferation regime: guilty proliferators will face a maximum of 14 years in prison and $280,000 in fines. The effectiveness of such legislation is moot - law enforcement is notoriously person dependent in Pakistan.
