Infrastructure a priority

The President’s address to Parliament outlined the new government’s emphasis on improving infrastructure.

A substantial portion of government’s investment will be channeled to the villages, with special emphasis on improving basic infrastructure such as roads, power and drinking water in rural areas,” Kalam said. [Rediff]

The intentions are admirable but the devil lies in the implementation. While concepts like public-private partnerships to build infrastructure strike positive notes, the role of the public sector must be restricted to investment - not operations.
