…then why was it working even when he was put out of circulation?

The Arms Control Wonk reports:

The AQ Khan network attempted to purchase 60 metric tons of Russian aluminum tubes through a Swiss front company in March 2004, according to the Swiss Internal Security Report released by the Swiss Federal Police Office [Arms Control Wonk]

Proof, for those who need it, that Khan was the fall guy for the Pakistani military establishment’s clandestine nuclear proliferation activities.
