A theorem for international relations

It is impossible to simultaneously host, control and plausibly deny (your role in sponsoring) a proxy war across your borders. You can, at best, do two of the three.

(Of course, if you are Pakistan, you will brazenly do all three. But unless you want to end up like another Pakistan, you’d rather not take that route.)
